The ROBORDER project: an unmanned swarm, and its ethics review

Its own registered title is autonomous swarm of heterogeneous robots for border surveillance. The ROBORDER project and its ethics review are recorded together here. Where earlier programmes integrated one kind of platform under one command centre, ROBORDER set out to make platforms of different kinds, in different domains, behave as a single coordinated group.

What the ROBORDER project set out to do with an unmanned swarm

The premise was heterogeneity. Aerial, ground, surface and underwater platforms, carrying different sensor payloads and operating under different constraints, sharing one picture and reacting to each other's returns — so that a detection by one triggers investigation by whichever platform is best placed to make it, rather than by whichever platform happened to make it.

That is a materially different research problem from the one TALOS addressed a decade earlier, even though the sensors involved are comparable. Integrating platforms of one kind is a systems-engineering exercise. Coordinating platforms of several kinds, across domains with different physics and different response times, is a coordination and autonomy problem, and it inherits every difficulty described under sensor fusion with an extra dimension added.

Why the ethics review is part of the record

Every EU-funded security research programme carries an ethics review as a condition of the grant, and produces deliverables from it. In ROBORDER's case that ordinary requirement became unusually visible: the combination of swarm coordination with border enforcement drew sustained attention from civil-society organisations, journalists and academic researchers, and the programme's own ethics documentation entered the public discussion.

This site records that the debate occurred and that it is part of what a reader will find in the public record. It does not adjudicate the arguments made on either side. What can be established from documents is that the review took place and produced deliverables; what generally cannot be established from documents — here as elsewhere — is what the review changed about the design. The programme completed on 31 August 2021 and no operational deployment of the integrated swarm is recorded in public sources. Individual capabilities and the research groups behind them continued into later work, which is the usual pattern: the components persist and the integration does not.

Read alongside the other dossiers on this site, ROBORDER makes the same point they all make from a different angle. Fifteen years of European work on the same problem produced four successful demonstrations and no recorded deployment of any integrated system, and the reason is structural rather than technical — set out under programmes and funding.

Two features of this programme are worth separating from the debate around it, because they are the parts a reader can actually check. The first is the size of the coordination problem. A swarm is not a larger version of a fleet: platforms in different domains observe on different timescales, move at different speeds, lose and regain their radio links at different moments, and produce returns that cannot be compared without first being placed in a common frame of time and position. Every one of those is a research question in its own right, and the programme was funded to work on all of them at once.

The second is what heterogeneity costs. A single-platform system can be specified, maintained and trained for as one thing. A heterogeneous group multiplies each of those by the number of platform types, and then adds the coordination layer on top as something nobody has an installed base of. That is a large part of why a swarm demonstration is further from a procurable system than a single-platform demonstration at the same nominal readiness level, and the readiness figure on its own does not show it.
